Carriage of dangerous and hazardous cargoes (including familiarization with requirements of section (C) 49 of the US Code of Federal Regulations

The curriculum is intended for training persons of the command and ordinary staff responsible for cargo operations on vessels, transporting hazardous substances in packing and in bulk. 

The program of the course contains positions of safety at transportation of hazardous cargoes, prevention of pollution and the control over it, practice of operation and performance of duties according to laws and rules in force.

The program is developed according to requirements of the International Convention on seamen training and licensing of 1978, amended by Conference of 1995, stated in sections B-V/4 and B-V/5 of STCW Code, taking into account the requirements of Chapters E-2 and VII of International Convention on protection of human life on the sea (SOLAS-74), with amendments; the International convention on prevention of pollution from vessels (MARPOL 73/78), with amendments; the International code of marine transportation of hazardous cargoes, Rules of marine transportation of hazardous cargoes and positions of section <49> of Code of USA Federal Rules. Estimation of the level of competence is an important stage of training of seamen. It can be realized either during each lesson, or just at the completion of training. Criteria of the estimation should be precisely established and clearly expressed to provide reliability and uniformity of the estimation.

The procedure of the participant estimation can be executed by the following methods:

  • use of polling electronic system with given questions and versions of answers, one of which is correct
  • usual discussion with trainees in the form of (either - individually, or - in group)
  • the prepared written test in which it is necessary to choose the correct or best answer from several ones offered
  • to give brief or vast written answers to the questions prepared in advance etc

The most prospective way here is wide application of the electronic polling systems set on computers. Their application saves time, enables to change questions and versions of correct answers, etc. For an estimation of the level of the practical skills obtained and skills in the test it is desirable to include practical demonstration by the seaman of using the corresponding equipment, outfit, tools, etc.
